William J Pirrone, P.E.
Founding Principal
A founding partner of the company, Bill is an established figure in the data centre and critical power industry and has more than 35 years of engineering design and construction, operations and maintenance experience. Prior to joining Rubicon, Bill was director of Global Engineering at JP Morgan Chase (JPMC), where he provided engineering design and support of over 70 million square feet of real estate. Bill also led the design, construction and operation of JPMC’s data centres, and critical operating centres and trading facilities. Bill’s previous experience includes serving as a team leader and project engineer at Johnson Controls, where he was responsible for specific accounts that required precision environmental controls of high integrity for mission-critical operating centres. Bill holds a BS degree in electrical engineering from Pratt Institute and is a licensed professional engineer. Bill is an avid rider and in his free time enjoys cruising the highways and beach towns of the North Jersey coast on his Harley Heritage Classic.
Michael Perelstein
Director of Global Business Strategy
Mike is a seasoned professional with over 40 years of experience in the critical facilities commissioning industry. His expertise and blend of technical skills, leadership, and strategic thinking have enabled him to navigate the rapidly evolving business landscape.
Mike currently holds a pivotal role at RTS, where he is responsible for developing and implementing strategies to drive growth and profitability while ensuring that the organization remains competitive and compliant with all relevant regulations. His extensive experience includes systems commissioning, reliability analysis, maintenance and forensic analysis, design consulting, owner’s representative, operations management, and project management. He has held various leadership roles in companies such as DLB Associates, RTKL, PTE, Strategic Facilities Incorporated, JP Morgan, ADP Brokerage Services, and Control Data Corporation.
Throughout his successful career, Mike has played a crucial role in many significant projects, including managing a $27 million commissioning contract at PTE for Google sites across the US and Europe. The successful management of large projects owes much to the exceptional leadership skills exhibited.
Mike’s extensive experience managing complex operations and leading global expansion initiatives makes him an ideal team member to help ensure RTS’s ability to drive growth, profitability, compliance, and competitiveness in today’s rapidly changing business environment.
Mike is a devoted family man who cherishes spending time with his children and granddaughter. He enjoys keeping up with his granddaughter and spending time with his family.
Scott Crane
BCxP, EBCP, LEED® Green Associate – Director of Operations
Rubicon Technical Services is proud to have Scott Crane as its Director of Operations. With a career spanning almost 15 years in the mission-critical commissioning industry, Scott brings a wealth of experience and expertise to his role. Before his commissioning engineer position, Scott spent a decade in the building automation and control industry, further solidifying his proficiency in the field.
Throughout his tenure at Rubicon, Scott has played a pivotal role in upholding the company’s quality and performance standards within the critical sector. Starting as a lead mechanical commissioning engineer to his subsequent roles as Mechanical Group Manager and Global Program Manager, Scott’s dedication and leadership have been instrumental in driving success.
In his current capacity as Director of Operations, Scott leads strategic initiatives tailored to meet the unique demands of the data center landscape. His primary objective is to ensure alignment with Rubicon’s mission and business objectives while driving continuous improvement in operational systems, processes, and policies. Scott’s leadership will position Rubicon as a global leader in delivering innovative solutions to the data center market.
Scott is a proud native of Auburn, New York, and an alum of the State University of New York College at Geneseo. Scott has earned certifications in commissioning from prestigious organizations such as ASHRAE, the Association of Energy Engineers, and the US Green Building Council.
Cary Lusk, CPA
Vice President - Finance
Cary leads Rubicon’s Finance Department, guiding fiscal controls and growth. His experience there includes a broad range of responsibilities, including project accounting, corporate accounting, and tax and financial planning. Cary’s accounting experience includes financial reporting on a variety of project types, including data centres, alternative energy, multi-family housing, healthcare, and other commercial projects.
Prior to working at Rubicon, Cary served as the controller of the construction division at the Lane Company, located in Atlanta, Georgia.
Cary holds a BA in Finance and Math, and is a licensed CPA.
ROBERT (BOB) WALLACE
Director of Environmental Health and Safety – Commissioning Program Manager
Bob has an extensive career in the commissioning industry, spanning over 40 years. As an addition to the Rubicon Technical Services team, he brings with him a wealth of experience and expertise. Bob began his career working on a nuclear submarine construction project and has since worked on a diverse range of commissioning projects, including hospitals, apartment complexes, power plants, and data centers. His track record as a commissioning professional is impressive, having held several high-level positions throughout his career. Notably, Bob served as the director of global commissioning at Microsoft and as the program commissioning director for the company.
Before his position at Rubicon, Bob served as a principal at Microsoft, where he was responsible for commissioning all build and lease portfolio data centers worldwide. His expertise in ensuring that data center operations are turned over a properly functioning facility was unparalleled. He also served as the quality, health, safety, and environmental (QHSE) director for Bureau Veritas Primary Integration.
Bob’s professional credentials speak volumes about his expertise. He is an OSHA Certified Health & Safety Official General Industry (CHSO), an AABC Commissioning Group CxA, a Building Commissioning Authority CCP, and a Master Training Specialist. In addition, Bob has served his country in the Navy for 20 years.
Overall, Bob’s extensive experience and impressive credentials make him a valuable addition to any commissioning team.
Gary Thompson
RTSE Regional Manager
Gary is a qualified Electrician and has 15 years of experience varying from small domestic installations scaling to large Data Centre Operations. His career began working in Ireland for an electrical contractor where he was a key member of a multi-disciplined team.
From there he moved to the Data Centre industry initially as an operations engineer, working for one of the Leading Data Centre providers. Gary’s experience in the industry has allowed him to develop and implement as a maintenance planner to ensure all equipment is kept within its agreed compliance maintenance intervals. Training the team to ensure SLA’s and maintenance procedures are met within agreed response times.
Gary has been with RTSE since 2019, joining as an electrical Cx engineer and now leads the European team through projects both in Ireland and internationally. He ensures projects are delivered to align with specifications and client’s needs, all while managing the appropriate budgets.
Gary holds several qualifications and certifications which allow him to carry out his duties for RTSE’s clients to the highest level.
Hailing from Dublin, he now enjoys life in Bettystown, famous for its beautiful beach and just a short journey to the RTSE HQ in Dublin.
